A README file in the rsyslog.d directory is causing certain scans to fail #134

/etc/rsyslog.d/README_SIMP.conf is hard-coded to mode 644 (most likely for discoverability from admins), however, this will trigger a couple of our benchmark scans to fail because they want to ensure all files within that directory or mode 640 or more restrictive.
