Improve monitor.go API #21

Currently, some endpoints from https://github.com/skycoin/net/blob/master/skycoin-messenger/monitor/monitor.go (used in Skywire) respond with plaintext and some with json.
It would be ideal to have all of them return json with proper http response codes.
