NIRISS and MIRI report having some reference pixels that should be flagged in the bad pixel mask. Examples include pixels with RTN behavior and pixels that are extra noisy.

@KevinVolkSTScI is currently translating/testing code that should be capable of finding these bad pixels. Once this code is done it seems like it should be added to the bad pixel mask code as an optional algorithm for anyone to run.
