Allow modifier keys to apply precision values to parameters when using mouse scroll wheel.
Surge XT Synth has this already, uses the following
-Shift+MSW = smaller precision increment
-Ctrl+MSW = larger precision increment

I have also used other applications/plugins that do the opposite (swap the two MSW items mentioned above) which is unfortunate that there is not an established “standard” modifier combination for this because it can get confusing. If this is added, I would probably go with what is used in Surge XT Synth already for consistency at least within the other plugins offered.

In surge Ctrl isn't 'larger" Ctr is 'quantized', just by the by. It also happens to be larger but the intent is to use some 'sensible' musical step (like snap-to-full-semitones for pitch)
