To create a tar archive we have our own code, yet to unpack we use DUNE_RELEASE_TAR -xjf and we should most stop doing so. This is useful for portability (BSD vs GNU vs other systems) as well as for the platform tool so it does not need to ship ports on Windows.

The mention in the README should be removed too.
