When building zoom levels, juxta is paranoid and verifies that the underlying tiles exists. It is an error if they don't so an option OPTIMISTIC_IMAGE_PROCESSING could switch between checking & non-checking.

Note: This requires a bit of logic to detect whenever the right edge or the bottom of the collage has been reached.
