Upload from DSS file

The current method that I use to upload flow data from the output dss file is with a python add-in to dss vue. It's very slow, and writes to an intermediate csv file, and in general will not work. We need to update the JAVA to include reading DSS files, and outputting results. I think this will be similar to the writing, although we may want to make some rule-based batch exports (via regexp matches to paths eg.)
