Adding a group and quickly removing it does not appear to sync against AD correctly #293

This issue came up in production. It could be related to job order, or to something else. See the Blue Cluster Core Staff group around 4/11/2017.

This happened again on 1/5/2018. It is likely related to job order. We need to either run one job task or intelligently cancel pending jobs that violate later states, e.g. if remove_from and add_to are both queued up, remove_from should be deleted.

Currently using the workaround of only running one delayed_job task runner.
