Motivation

When someone finds out that a query is fishy, he/she should be able to copy the query URL and share it over Slack/email. So each queryID should have a permalink that routes the user to the comparative view of query plans page.

Details

Clicking on plan details should land the user to a new route
databases/sqlserver/udprodsql$$$db-prod/compute-utilization changes to databases/sqlserver/udprodsql$$$db-prod/compute-utilization/query-details/:queryId

Phase 2

This new page should have options to edit the date range as well.
