JOA Phase: Make template section more clear

I think maybe we need a sub-page under JOA called "JOA Template" so we can easily send the URL instead of directing people to "read the section of this page: https://smeqa.usds.gov/hiring-phases/job-announcement/creating-job-announcement/, that starts with this title: “Where to input information in USA Staffing.”

Then you would need to send us the changes you would want to see to the hard coded sections (how you will be evaluated, number of applicants, number of pages per resume). We just need this all ideally 3 weeks ahead of when the JOA will be posted.

After this is done, we can have USA Staffing flip the switch in the backend so you will be able to see your JOA in the new template.
