We will conduct UX and accessibility research on a potential clickable card component.

Relates to uswds/uswds#6014

This issue will be considered done once we have achieved both of the following:

research how a fully clickable card would improve UI interaction for users (kiosks and other non-web navigation is a growing field)
If the dev lift for making our current card fully clickable warrants a new component entirely or just a new variant of what we have
