🐞 Bug report - Spell

Chain Heal is not healing the Targeted Player for the maximum amount instead it prioritizes the casting shaman for the maximum amount regardless of target when he is low health
This seems to be the case only when there are 2 players as when there are 3 or more injured players available it acts properly

here in this screenshot you can see shaman casting chain heal on a druid, both are low hp and the target only gets healed for 192 while the shaman himself which is not targeted gets the big heal of 341

Expected behavior

Chain Heal should heal the Targeted Player for the maximum amount and then jump to other injured players based on health%

Steps to reproduce

  1. 2 low health players
  2. Shaman standing close to 2nd player
  3. Cast Chain Heal
