Figure out a way to proactively reverify people whose xlogin is not recognised by the API #1139

Some xlogins are not recognised by the VUT API (as they are FIT specific) and thus, those people need to be reverfied with their VUT ID.

We need to figure out a way to handle this differently than those people messaging us with "hey I was assigned dropout when I shouldn't have".
Maybe force reverify with everyone with some kind of xlogin (like the "x123456" kind)?
Or maybe those will get "filtered" this year and this won't be an issue in the future?
We need to discuss this I suppose

^ So that the main point of the other issue is not lost, VUT people should be handled as well since most of those never went through the verify system and thus will keep their access forever otherwise
