Enable for users to be able to reassign a test plan to the bot and have the bot overwrite what has been recorded.

This feature was originally requested during the 2024-10-09 meeting of the ARIA-AT Community Group:

Matt_King: Right now, that's true. I'm wondering if we can add the functionality to allow folks to run the bot and overwrite what's there

@mcking65 Did you envision this capability being available for all Testers or only for Test Admins?
