Quick summary:

Since geolocate was not indicating whether the app or device was the problem with feature. A new notification will appear for users who constantly click geolocate when its disabled or just not on.

Issues:

Users don't know if location is on or not. If the app can detect that location is off, its one step closer to turning location on.
