The WIS2-to-GTS Gateway will only process existing data - i.e., bulletins that are already exchanged on the GTS. The WIS2-to-GTS Gateway (and the GTS itself) requires GTS bulletin headers (TTAAii CCCC). Previously we've said that no new GTS bulletin headers will be issued after 1-Jan-2024, but that would leave us a 12-month gap when WIS2 is pre-operational and GTS can't accept new data. I don't think this is acceptable. Recommend that we stop allocating new GTS headers on 31-Dec-2024.

It would be okay to pick a different date in 2024, as we will not have to step back from the "we will stop allocating GTS ABHs in 2024" position we have been pushing. 1-Jan-2024 is probably too close now in any case. The main point is to pick a date in 2024, mention it at INFCOM-3, and then stick to it. This date is really helping trigger the transition from GTS to WIS2
