Validators should not be optional

Please describe the feature you have in mind and explain what the current shortcomings are?

We should make deadline validators mandatory as they are crutial for deadline workflow.

Suggested implementation?

We want to make sure they don't run if deadline is not used, but when deadline is used they should be mandatory. We can remove remove the optional implementation, remove hosts filter and set families filter to "deadline" which will solve all issues.
