问题描述/What happened:
v3.11.6
环境/Environment:
我的云平台有好多个vpc ，默认同步过来之后都同步到了default域 system 下了，而且是不共享。只把想让用户用到的设置成了全域共享。一个用户不在default域下，在创建机器时，调度到的网络有时是私有的
