This test would be difficult to port to a private repo or are not needed and making our CI take more longer time. - macos not required - test_environment not required - test_size not required - Cygwin not build except for plane

Still need to make some changes to how failed test log artifacts get uploaded, because the use the hard-coded /__w/ardupilot/ardupilot directories, but that can be a future PR. No reason to hold this up. |

CI upgrade to from master also added that CI will only run when PR or branch name CxPilot and master is being pushed.
