dependabot.ymlfor cargo packages to simplify and automate dependency management with respect to version updates for both functionality and security reasons.-Planning to add some security scanning in Solidity and Rust (with CodeQL), CodeQL for Rust is still in experimental phase and please let me know if they're needed as I found a lot of Solidity code even though most of them were cloned
-Dropped Python security scanning because it's part was minimal and also there were no python package manager was used
-Planning to add issue automation, if url exists for project issue
-May add PR automation to streamline PRs
