Fixes #1121

  • Updated golang from 1.15 (1.13) to 1.17
  • go get -u github.com/mjibson/esc caused the build to hang indefinitely, replaced with go install
  • updated caniuse

TODO:

  • linter complains about deprecations (removed temporary)

I did not manage to install the server with steamcmd using the image on dockerhub.
I tried to build it from source (i suspect something is out of date) but it failed.
This branch build perfectly and I can start the server.

I recommend accepting this PR.
