This caption field is the recently added OPT-211-Tenderer.
Also remove corresponding schematron rules.
For notice subtype 28, OPT-320-LotResult was fobidden under a specific condition. Make it always mandatory instead. Update corresponding schematron rules.
This notice subtype is only for EU institutions, and has a very low volume, so they can all go to the manual lawfulness check.
The notice subtype 15 must not contain any group of lots, so ensure all corresponding fields are forbidden. Update corresponding schematron rules.
The various fields related to the Clean Vehicles Directive can now also be used in notice subtypes 32 to 35. Also update corresponding schematron rules.
Change mandatory and forbidden constraints on the fields corresponding to BT-36, BT-536, BT-537, and BT-538. Update corresponding Schematron rules, and affected validation reports.
As the node is now repeatable, it must be indicated in NTDs.
This corresponds to the generated labels for the recent rule changes.
This field is now forbidden in the notice subtype CEI.
