Added spread limits!

In this release I have added water spread limits for nether worlds.

New features:

• Water flow in nether worlds is limited
• You can turn off this limits by alowing spread-bypass in config file and adding netherwater.spread.bypass permission to players

Caution!
You have to add spread-bypass: false to your config or remove config.yml and restart server due to incompatibility changes.
