Chat Rego: Remove Log Event Implementation

🗣 Description

Removed the older log event implementation for the Chat baseline now that Google's Policy API has been released.

Log event code in chat.rego was removed, and the corresponding test files have been deleted:

chat01_test.rego
chat02_test.rego
chat03_test.rego
chat04_test.rego

Closes #504

Ran ScubaGoggles to make sure it's running correctly.
