Implement HC Map

Status

• GUI implementation ("html wireframe") as React AJAX web Application following the respective Product Mock-Ups
• Integration into the respective GL-Step as External ReactMount Application
• Mapping of the actual Data Package Data Model to the internal JSON state data model with help of the JSON:API and/or REST Views and additional REST Micro Services for simple data aggregation and transformation.

The HC MAP Map reads the HC Data Package Resource and accesses the respective Geoserver Instance to show the informative Hazard Layers. There are also Hazard Events Layers available, which are served via an EMIKAT API. Currently, it has to be discussed, if this API will provide an additional Endpoint so that we can show Hazard Indexes and Events (if that makes sense at all) on one Map. In any case, the Hazard Events will be shown in a separate HC Events Table.
