chore(deps): bump tar and decentraland-crypto-fetch in /webapp

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [decentraland-crypto-fetch](https://github.com/decentraland/decentraland-crypto-fetch). These dependencies need to be updated together.


Removes `tar`

Updates `decentraland-crypto-fetch` from 1.0.3 to 2.0.1
