Over three years, the consortium is deepening its understanding of participatory democracy, studying in detail different practices and methods in Gothenburg, Helsinki and Trondheim. A report has now been published by the UK innovation agency Nesta, outlining a framework for successful democratic innovation in public organisations.

In addition to Digidem Lab and Nesta, the consortium also includes the University of Gothenburg, the University of Helsinki and the Norwegian research institute Sintef. Studies have been conducted on how digital democracy can be used to create collective intelligence and how it can help solve societal problems. The aim is to generate new knowledge about innovative digital tools and approaches, to understand how they can support the governance of complex societal processes and contribute to local decision-making with and for citizens in the Nordic region.

### Barriers and success factors

Building on the collaboration, Nesta has now published [a report](https://media.nesta.org.uk/documents/Democratic_innovation_and_digital_participation.pdf). The report provides a systematic account of typical challenges and success factors that can arise when public organisations embark on democratic innovation and participatory democracy. The report presents a framework for how public institutions can succeed in democratic innovation. The framework is based on three areas:

* **Delivering** democratic innovations, giving residents, citizens or members the opportunity to train themselves in participation, while the organisation trains itself in participatory processes
* **Expand** democratic innovations, so that more people affected by the issue at hand have and take the opportunity to participate in a democratic process
* **Incorporate** the democratic innovations into the governance logic. This is to strengthen transparency and trust as more areas become subject to democratic innovation

Through housing budgets in Biskopsgården and Hammarkullen, Digidem Lab has demonstrated the strength of collective intelligence and democratic innovations, where tenants have been able to decide on a certain share of a budget and what the money should be used for to develop the neighbourhood. Housing budgets are a good example of how those who are directly affected by an issue are the experts and should be involved in decision-making. The work provided important insights for the research project in terms of citizen participation and trust building between public organisations and citizens.

> Through a participatory and community-led approach, Digidem Lab demonstrated the importance of expanding who and how people participate in democratic innovations like participatory budgeting. Their work in Biskopsgården and Hammarkullen provided rich insights into citizen influence over these processes, and its role in rebuilding trust between institutions and underrepresented neighbourhoods.

This training course is tailored for those with experience and passion for community improvement. The course will provide new tools and sharpen your current ones with sharp lecturers.

During the training, you will gain knowledge of the Community Organising framework, its theories and conceptual systems. The training can be combined with work and you work with cases from your own organisation around the challenges of working member-driven, raising local leaders, mapping power, organizing sustainably and being strategically long-term.

The training is given by Digidem Lab and Nätverkstan in collaboration with international partners in Community Organising. The training is developed in collaboration with Save the Children, Folkets Hus och Parker, SAQMI (The Swedish Archive for Queer Moving Images), Amnesty, Page 28, the Church of Sweden, Föreningen Navet i Bergsjön and Frihamnsdagarna and is based on challenges they face in their daily work and the needs for collaboration and knowledge they see.

### Inspire the world
Through systematic collaboration on democratic innovation, Nordic welfare states can ensure robust democracies and serve as an inspiration to the rest of the world, according to Nordic Deliberation. The partnership was founded to facilitate these future collaborations and consists of the leading actors working with deliberative democracy in the Nordic countries: We Do Democracy in Denmark, Sitra in Finland, DigidemLab in Sweden, Analyse & Tal in Denmark and Norway, and SoCentral in Norway.

### Deliberative wave in Europe and the Nordics
Deliberative democracy is growing rapidly globally, and democratic innovation is increasingly becoming internationally oriented with collaborations and projects across borders. Over the past five years, the trend has also gained momentum in the Nordic region, where 53 citizens’ assemblies have been held since 2019.

With many similarities between the democratic systems and welfare models, there is much to be gained from closer cooperation between the Nordic actors. Nordic Deliberation will act as a hub for this collaboration and a gateway to the entire Nordic democracy sector.

### What is deliberative democracy and why do we need it?
Deliberation means that we arrive at something through talking together. In a representative democracy, a small group of elected politicians make decisions on behalf of the people. Deliberative democracy can expand and complement representative democracy by involving more people in decision-making – and doing so with time for discussion, reflection and mutual understanding.

Research shows that deliberative processes – such as citizens’ assemblies – can lead to better policy development, enable politicians to make difficult decisions and increase trust between citizens and authorities. It can also counteract polarization and show that it is indeed possible for citizens to change their minds after listening to others’ perspectives on the topic.

is a non-profit company founded in 2012 that works with municipalities, businesses and citizens to develop a more sustainable society.
