The cygwin file name and the windows file name conversion are needed if we are using gnu global win32 port. There could be reasons force users to use source code compiled global on cygwin. In this case, it doesn't require such conversion as source code compiled global know cygwin file names. Checking system-type eq 'cygwin doesn't cover all. By adding one custom variable to allow ignoring the file name conversion forcefully.
