Hi, I found that Harbor 2.11 has an incomplete Spanish translation in the UI, but I can work on update that, I am also native Spanish speaker, so I can help on it.

I modified the file es-es-lang.json to translate the Harbor UI into Spanish, currently is not fully translated, so my PR translates the whole file. @OrlinVasilev @Vad1mo
