This PR introduces the concept of configuration resolvers to the extension
system. This intends to allow extensions to seamlessly support Graffle's
incremental configuration approach, such as the "with" method and
"transport" method. This is a direction that will take time to fully
realize. This PR takes a step that permits extensions with transports to
encode their configuration resolvers for the client "transport" method.
General "with" method support is not yet tackled.
