Also allows the timeout value to be set by a script parameter, and adds help text for all parameters.

This is just adding a new
-t/--timeoutparameter and passing the value through to thevalidate_passagesgRPC call.If it does time out the
grpc.RpcErrorexception will be caught by the existing code inmain.pyand logged as a warning.
