This PR constitutes major changes. For the cli crate, it is now structured for multiple binaries and includes a new binary called
rdap-test. This restructuring also has constituted the need for many breaking API changes, the biggest being the move ofreqwestusage from the common crate to the client crate where it properly belongs.
