Overview of Changes:

  1. Project dependency management changed to poetry
  2. Add pyproject.toml to replace setup.py and myriad of other configuration files
  3. Added pre-commit configuration checks
  4. Added Github Actions to run CI / CD Pipelines
  5. Added Release Please Action to automatically create Releases
  6. Changed all .rst docs to .md
  7. Updated some basic CONTRIBUTIONS docs
