OH added a new way to have a seat be vacant so updated the scraper to account for that. NM also added bills to their website but have yet to post them to the endpoint we use, so adding the metadata for that session
EDIT: setting session from before inactive so doesn't attempt Bill scrape when they aren't posted to the endpoint yet
