Added a job that checks the release date (YYYY-DD-MM) for the latest
ChEBI_complete_3star.sdf.gzbefore proceeding to download.The R and Java processing steps still need to be fixed (do they need to run in order?) and a commit step is missing if we intend to programatically update the
ChEBIdata.
