Relicense the Spack snap package from Apache-2.0 to Apache-2.0 OR MIT to enable GPL compatibility. This pull request adds a COPYRIGHT file, MIT license file, and updates the license header in various files.
Requesting review from @tgamblin to ensure that the licensing follows the same standards of other Spack projects.
