• Add trailing comma at the end of the last element.
• Put each enum field on its own line (this makes it easier to write/port xml docs).

No, but StyleCop can partially do it:

• Detecting enum fields on the same line and issue a warning (SA1136)
• Trailing commas in multi-line initializers (SA1413) - but this is for all multi-line initializers, not only enums.

FWIW there's an open issue for an analyzer for trailing commas: dotnet/roslyn#21784

We need project files for StyleCop though - which I'm working on and then I can look into enabling StyleCop once that's done.
